BEIJING, June 14 (Xinhua) -- The People's Daily, the flagship newspaper of the Communist Party of China, on Friday pressed local governments to prioritize safe production, warning that any development at the expense of human life cannot be permitted.

A commentary in the paper stated that the purpose of development is not to boost local GDP, but to allow people to live happy lives.

Workplace safety has been targeted by the government following several deadly workplace accidents, including a poultry plant fire that killed 121 people in northeast China's Jilin Province on June 3.

The commentary said China has been facing development-related challenges, but added that development must not be emphasized at the cost of safety.

The commentary urged authorities and managers of enterprises to make safety their top priority in managing production and operation processes.

The deadly workplace accidents have reflected negligence and poor supervision on the part of both authorities and the heads of enterprises, the commentary said.

Previous investigations have shown that negligence was the cause of most fatal accidents, the commentary said, adding that effective inspections and regulations should be used to prevent negligence.
