China enters new phase of institutional anti-corruption
The latest issue of Outlook Weekly carried an article saying that various signs indicate the formation of a high-pressure anti-corruption situation around the fifth plenary session of the Central Commission for Discipline Inspection of the Communist Party of China (CCDICPC) held on January 10, and that China's anti-corruption has entered a new phase of institutional anti-corruption.
The article says since the 16th National Congress of the Communist Party of China leaderships of the newly-elected Central Committee of the Communist Party of China (CCCPC) and CCDICPC have, based on sufficient summing-up of past experience, further improved the strategic guideline for anti-corruption and released a series of new measures. A group of deeply hidden corrupt officials have been severely punished. Democratic supervision has been intensified considerably; handling corruption according to law has evidently accelerated pace and various reforms aimed at preventing corruption are being driven deep.
The CCCPC's Decision on Enhancement of the Party's Governance Capability adopted by the 4th Plenary Session of the 16th Central Committee clearly puts forward the guideline of "sticking to the integration of treating both current problems and root causes and comprehensive treatment, attaching importance to both punishment and prevention with emphasis being put on prevention". This is an important strategic decision that the Central Committee made under the new circumstances regarding the construction of a clean and honest Party and the anti-corruption combat. It is also the continuation, improvement and development of the CPC's guideline on anti-corruption and clean governance. It signifies that China's anti-corruption has made firm and significant progress and entered a new development phase.
To earnestly carry out this strategic guideline the CCDICPC duly organized special resources to conduct topic research on Establishing and Perfecting Corruption Punishment and Prevention System. Through thorough research and collecting opinions from the whole Party it formed the Implementation Outline for Establishing and Perfecting Corruption Punishment and Prevention, which has been officially released by the Central Committee for implementation.
The article believes that the corruption prevention and control system laid out in the Outline is one taking the overall situation into consideration as well as one complying with the laws. It is a system that attaches importance to prevention. Moreover, it is a system that relies on integration of democracy, legal system and rule of virtue for treating corruption. Although constructing the system takes a long process to complete and although it may encounter various kinds of resistances and setbacks its forward advance is an inevitable trend. As this Outline is comprehensively implemented the punishment of corruption is bound to be intensified and corruption prevention must have better effects. As the corruption prevention and control system of Chinese characteristics is established and perfected corrupt behaviors will inevitably be checked effectively and the style of Party work, government work and public morals are bound to improve in a comprehensive way.
The article says that this is a new situation as a result of the CPC's long-standing anti-corruption work and continued effort to push the prevention and control of corruption deeper.
Since the 3rd Plenary Session of the 11th Central Committee, particularly since the 4th Plenary Session of the 11th Central Committee the Central Committee of the CPC and Party organizations at various levels have always held anti-corruption as an important political task and strived to explore new ways to effectively prevent and control corruption under the situation of reform and opening up.
In August 1993 in the light of the severe situation of spreading corruption during the transition from old system to new system the Central Committee made the timely decision to step up anti-corruption combat and formed the three-work pattern of the anti-corruption combat to emphatically check the occurring corruption.
Since the 15th National Congress of the CPC the Central Committee, in the light of the circumstances such as the achievement already made and the need of the reform and opening up, made appropriate adjustment to the guiding principle of emphatically checking the occurring corruption. It brought forward the requirement of sticking to the integration of treating both current problems and root causes and comprehensive treatment, gradually intensifying effort to treat root causes and prevent and treat corruption from the source through deepening the reform.
The CCCPC's Decision on Several Questions Regarding Improvement of the Socialist Market Economy System adopted at the 3rd Plenary Session of the 16th Central Committee clearly stipulates the requirement to "establish and perfect corruption punishment and prevention system which attaches equal importance to education, institutional construction and supervision". This is in fact an important adjustment and development of the anti-corruption three-work pattern.
