Criteria for Party, government official selection clarified
China issued an outlined criteria to select Party and government officials through exams Thursday, focusing on testing their problem-resolving capability.
An official's capability to deal with problems they will come across at their future posts is highlighted by the examinations, said a spokesman from the Organization Department of the Central Committee of Communist Party of China (CPC), the Party's human resources organ, Thursday.
The new outlined criteria will replace a temporary one issued in the year 2000.
A person can be selected as a Party or government official by taking examinations on general knowledge and specialized knowledge as well as being interviewed by the government's personnel department and the Party's organization department.
New evaluation methods are introduced in interviews and designing of examination papers is updated in the new outline, the spokesman said.
The outlined criteria for the first time clarified the major qualities of an eligible official to be tested in the exams, the spokesman acknowledged.
The exam on general knowledge will test a person's academic attainment, general understanding of public affairs, policies, laws, government regulations and methods of administration, the outlined criteria said.
Test takers will be examined on the important thoughts of "Three Represents", as well as the latest Party and government policies and the Constitutional amendment, according to the outline.
An eligible Party or government official also requires a good understanding of the specialty that he will work with and relevant laws and regulations, the exam outline said.
Through the interview, a person will show his capability of expressing himself and communicating with others, personality, flexibility, creativity and decision-making.
The outlined criteria, consisting of five chapters, listed a total of 784 items that should be known by candidates of Party and government officials and will be tested in exams and interviews, up 178 over the temporary version.
A national data bank and some qualified provincial ones have been available for preparing examination papers, said the spokesman.
Examinations and interviews are one of the substantial means for the selection of competent Party and government officials in China, as they are considered a useful way to greatly improve transparency and reduce a small number of corruptive practices.
