Chinese Vice President Xi Jinping urges Communist Party members and officials at township and village levels to further study and apply the Scientific Outlook on Development and discover problems by exchanging ideas with common people.
"All local government organizations should focus on the education of Party members and cadres at grassroots levels and encourage them to visit common people and find problems by communication with local residents," said Xi, also a member of the Standing Committee of the Communist Party of China Central Committee Political Bureau.
Xi made the remarks at a meeting held Thursday in Harbin, northeast Heilongjiang Province on the study of the Scientific Outlook on Development.

In September last year, the CPC launched an 18-month campaign to study and implement the outlook.
