How to construct a cadre troupe with high quality is an important subject for the Party.
In May 2009, Organization Department of the CPC Central Committee announced the results of a survey on degree of satisfaction with its organization work. The result shows that almost 80,000 ordinary people and officials of all levels gave a score of 67.04 on satisfaction with selection of officials, and a score of 66.84 on satisfaction with prevention and redressing malpractice in official recruitment and promotion.
Experts on Party construction said, from the above figures we can see there are still problems in current official recruitment and promotion. There is still some distance to go to meet the requirements of the people and the need of constructing a cadre troupe with high quality. More efforts are required to solve these problems.
This session especially emphasized that the key to construct a cadre troupe with high quality is that we should stick to democracy, openness, competition and selectiveness, enhance public trust in official recruitment and promotion, and establish a dynamic selection mechanism to ensure promotion of excellent officials.
Statements in the report of the session fill people with keen anticipation on deepening of the reform of the cadre and personnel system. For instance, "select officials with a broad horizon, cultivate officials in multiple ways, care about for officials with enthusiasm and manage officials with strictness", "cultivate a group of young officials and improve the official management mechanism".
