In recent years, Honghu City of Hubei province, in accordance with the requirements of the scientific development concept, constantly strengthens the Party's grassroots organizations in rural areas and carries out activities such as "enhancing foundation, better village and richer villagers, to create the rural Party-building demonstration area, create a pioneer area of new countryside reconstruction", and play the leading demonstration role of the Party's rural grass-roots organizations to the full in the new countryside construction.

At present, the rural economic and social developments are bringing new demands to Party's grassroots organizations in rural areas forward. Resting on expanding the coverage of grassroots organizations, Honghu City plays the role of Party organizations and innovates the organizational setting. First, build Party organization network flow so that party members outside can receive management through the network, and play their vanguard and exemplary role. Second, establish Party General Branch in scaled village enterprises and intermediary organizations by means of "village Party branch secretaries taking inter-village posts", "unite villages for construction" and expand coverage of party organizations. Innovative approaches, the team has new and enhanced vitality. It is an important part of rural grass-roots Party building to continuously improve the quality of Party members, to optimize the structure of the ranks of Party members. Honghu City, through the launching of the "three train" project, strives to cultivate talents in rural areas into Party members, Party members into fortune-makers, the outstanding ones among these people into the village cadres; through education and training an job exercise, etc., a large number of "capable, reliable," outstanding ones get onto the village-level leadership posts. At the same time, Honghu City also adheres to centralized rotating training of all village party secretaries each year, continuously improving the grassroots cadres' ability to better lead the masses to build a new country.
Creating new positions is a key point to guarantee new expansion of service functions. The party's grass-roots organizations should give full play to the role of serving the people, so there must be positions, places and support. In recent years, Honghu City has invested more than 150 million yuan to build, rebuild and expand some working and activating places of more than 300 villages that have no office space or just have rundown offices. It has realized the goal of equipping every village with working and activating places. In accordance with "1 + X" construction mode, it has equipped village-level office places of suitable conditions with convenience stores, agricultural supplies markets, plant and animal breeding service and guiding associations, farm book stores, medical clinics, culture and entertainment rooms, distance education sites, etc. Through these measures, it has expanded the service functions of village-level offices.
Innovating mechanisms gives Party building new insurance. Only by strengthening institutional building, can we integrate the rural grass-roots Party building into a scientific, standardized and systematic form. To promote democratic and scientific decision-making and implementation of village affairs, Honghu City set up party member councils, village representative councils and a public welfare council of new rural development, established an education system, financial management system, target responsibility system and democratic evaluation system, formed a working mechanism of village "two committees" publicizing affairs, village "two councils" making decisions, public welfare council of new rural development shouldering implementation. Centering on four elements of "money, places, things, people", it implements publicity of rural and Party affairs, protects the democratic rights of party members and the masses. These mechanisms innovation has provided a strong guarantee for the effective implementation of Party-building work in rural areas.
