President Hu stresses the theory of common development
Interests of nations are already intertwined. They are now sharing weal and woe. Therefore, it is essential for us to establish the promotion of common development for all nations, pay more attention to communications and cooperation, and finally realize mutual benefits, win-win situations and common development.

After the Second World War, development has been given absolute priority as the effective means of promoting economic growth and solving social contradictions as well as social problems. However, world development as a problem has never been solved. It is urgent for us to unveil the "mystery of world development". Chinese President Hu Jintao proposed that all nations should transcend traditional concepts and establish new concept for the times, suitable for the ongoing changes based on the crucial and fundamental point of "promoting common development of all nations". The central theme is to "attach more importance to communications and cooperation, learn from each other and strive for common development".

With increasing interdependence among nations, a situation featuring interwoven national interest and sharing of one another's weal and woe has been formed.

Currently, more extensive international cooperation and more severe international competition co-exist. All forms of coordination and dialogue on international economic policies have unfolded. Regional, trans-regional and sub-regional co-operations have been deepened both bilaterally and multi-laterally. Multilateral regimes are enjoying a bigger role. Industry transfer keeps accelerating throughout the world. Transnational investments, mergers and acquisitions become more active. The global production system based on specialized division of labor keeps developing. "The global economy has become an organic and interactive whole."

Against the backdrop of economic globalization, "development should be achieved through mutually beneficial cooperation".

The rapid development of economic globalization enables the flow of information, ideas, human resources, capitals, resources and products all over the world with unprecedented speed and quantity. It has also produced profound impacts on the ways of knowing the world and getting along with the world in every corner of the world. The development of all nations is interlinked, sharing benefits and losses.

Against this backdrop, Hu stated, "in the long history of human beings, the fates of people of all nations have never been linked so closely like today." And "the correct choice for us can only be promoting win-win cooperation".

To achieve this, we should stick to the fundamental principle – Nations, big or small, strong or weak, rich or poor, are all equal. We should continue to put preservation and development of mutual benefits as the starting point and foothold of cooperation. We should give full play to comparative advantages of all nations and expand development space to promote common development. We should learn from each other's advantages and make for each other's deficiencies, seek more convergence on common interests, innovate ways of cooperation, expand areas of cooperation and enrich the contents of cooperation so as to strive for mutual benefit and reciprocity. It is essential that we should take care of each other's legitimate concerns and strive for mutual benefit and win-win results.

We should establish the concept of common development of all nations. Hu held that we should "view development in a more comprehensive manner and promote common development", and "inspect and deal with state-to-state relations with a broad and deep strategic vision and a concept of mutual benefits and win-win results". Nations should "look upon one another objectively and treat one another's development in a correct manner, regarding one another not as competitor of zero-sum competition but as partner of win-win cooperation, and support one another's peaceful development".

It is essential to intensify developing countries' dialogue with developed countries, strengthen their voice in deciding forms of dialogue, choice of subject and results of dialogues, and thus establishes a new type of global development partnership. Developed countries make practical efforts to help with and support the development of developing countries, starting from the basic problems of systems and mechanisms. They should reform and improve the international economic, trade and financial systems, build a sustainable world economic system, a tolerant and orderly world financial system, and a just and effective world development system. In addition, more efforts are called for in debt relief, open market and technology transfer. They should make good on their promises with actions. On the other hand, for developing countries, they should expand areas of economic and trade cooperation, promote the diversification of cooperative ways and realize mutual supplement with each other's advantages, mutual benefit and common development.
