In the activity of learning and practice of scientific development concepts, Xingguo County of Jiangsu province developed a new village-level Party organization setting form-"Village-Community" so as to enhance the construction of rural grass-roots Party organization and further strengthen its function in contacting common people and offering services to the public.
Xingguo County has re-divided the existing village groups into several rural communities and gradually promoted the construction of new-type "village-communities" village-level Party organization working system in the framework of village committees. This reorganization mode gives the prominence to centralized resident communities taking 90-120 households as a basic organization unit, which was included in new village and township plan.
In the organization framework, "one team, two councils and three stations" have been established, in other words, a Party organization, a community council and a supervisory council have been set up in every rural communities. Three functional service stations, that is, policy promotion, sanitation & cleaning and harmony & safety, were established under every community council; on the working mechanism, the procedure runs as "community resident representatives bring forth a proposal-party team or party branch of community reviews the proposal- community council implements the proposal and community supervisory council supervises the implementation of the proposal"; to guarantee this in practice, the Financial Bureau of the county offers 2 thousand Yuan to each community as its activity expenses, and an average of 230 Yuan to each of secretaries of Party branches, the heads of Party teams of communities and chairmen of council and supervisory council of the communities every month as working allowances. Presently 512 rural communities taking "one team, two councils and three stations" as a framework have been established in the whole county
After the reform of village-level Party construction working system, the policy on "villagers independently managing their matters" has been further carried out. Xingguo County has repaired and opened over 600 kilometers of "village-community" roads and basically realized that all communities are connected to outside. In addition, the county has established a talent reserve including over 1,700 competent communists and village-level backup officials that are younger than 35 years old with education level of high school or above.
