Party members and cadres urged to play key roles in quake relief
Hu Jintao, general secretary of the CPC Central Committee, recently chaired a meeting attended by members of the Standing Committee of the Political Bureau of the CPC Central Committee. During the meeting, he made comprehensive arrangements for the disaster relief work in earthquake-hit Yushu, Qinghai province. He said that Party organizations at all levels, Party members and cadres must maintain a strong sense of responsibility for the people's lives and property, firmly implement decisive arrangements by the Central Government, play leading, principal and exemplary roles in the tough fight to save lives and safeguard livelihood and weather severe tests during the earthquake relief efforts.

Various levels of leadership teams in the disaster areas should strengthen their management and leadership in order to overcome all difficulties and persistently accomplish each aspect of earthquake relief by taking faster action and applying more scientific methods, he said. Leaders and cadres at all levels should go to the front lines and direct disaster relief near the earthquake area, go to where the disaster situation is most severe, where the work is most difficult and where they are needed the most by the public. They should also visit each village, community as well as settlement and treatment site to send the warmth of the Party and government to each affected household.

Grassroots Party organizations and Party members should appear in the forefront of disaster relief, and become the real vanguards to solve problems and remove risks. They should also become close supporters of the people and the major promoters to help stabilize the people's confidence. They should stay with rescue personnel and strive in searching and rescuing trapped survivors as well as curing the wounded.

They should inform the people of the arrangements made by the Central Government and the State Council and educate them on medical treatments and epidemic prevention. They should visit one household after another to comfort the affected people, collect information on the realistic difficulties facing them and conduct psychological counseling. They should also distribute disaster relief materials properly to enable every affected person to access food, clothes, clean water, temporary dwellings and medical treatment.

Nationwide Party organizations at all levels and Party members and cadres should view the quake relief assistance as major tasks and carefully accomplish the work that includes collecting disaster relief materials and organizing disaster relief personnel.

Key tasks and critical moments offer important opportunities to test the quality, capacity and work style of cadres. Party organizations at all levels and Party members and cadres should take the quake relief work as the most pressing task and most important practice for the ongoing campaign of encouraging grassroots-level Party organizations and Party members to excel in their performances.
