All kinds of competent professionals are needed at the grassroots level in order to provide a large platform for rural development,
At present, a large number of highly-educated cadres of the Communist Party of China (CPC) lack social experience and do not have a deep understanding of the actual situation at the grassroots level. They have no experience working in harsh and complex conditions and therefore lack experience solving practical problems.
The training and capacity-building of grassroots cadres needs complimentary guarantee mechanisms such as supervision.
The government should draw up encouraging and efficient guidelines to form a virtuous circle, and establish a long-term development pattern with four specific measures to consolidate the Party's governing foundation.
First, cadres should be aware of the importance of grassroots organizations because they can gain a clearer and deeper understanding of the actual conditions there. Every young cadre should take a required course in grassroots work to achieve greater progress.
Second, importance should be attached to the promotion of grassroots cadres. Some excellent young grassroots cadres can be directly promoted to municipal, provincial, or central government organizations, while those who lack grassroots work experience should be transferred to work at the grassroots level so the composition of government officials can be optimized.
Third, a healthy and encouraging atmosphere should be created to make sure that grassroots cadres know they will have better development and thus remain highly motivated at work.
Fourth, a strict and scientific performance evaluation mechanism should be established. When the Party encourages young cadres to work at grassroots level, it should also take the opportunity to test their competence to see whether or not they can fulfill major tasks or deal with major incidents or natural disasters.
