Recently, many organizations directly led by Chinese Communist Party Central Committee launched their own Web sites or revised the old editions, drawing great attention from the public.
The Web site of the CCCPC Party Literature Research Office was opened on May 11. It aimed to allow the public to know more about the job categories, tasks and experts of the CCCPC Party Literature Research Office.
The Web site of the State Commission Office for Public Sector Reform was opened on March 31. In addition, the Web site of the United Front Work Department of the CPC Central Committee, “www. zzdjw.com” and “www.zgg.org.cn” were revised recently, revealing more network characteristics.
Dai Yanjun, vice director of the Party-building teaching and researching department of the Party School of the Central Committee of CPC, said that the gradually-growing transparency is an important form of open management of party affairs. As of July 2009, 31 provinces and cities in China had taken measures to make party affairs public and received positive results.
From making government affairs public to making party affairs public
The system of making government affairs known to the public was implemented starting in the 1980s, and after more than 20 years of development, this system has become relatively complete.
Compared to the system of making government affairs public, the idea of making party affairs public was brought forward later, and the public was not familiar with this concept.
The guiding principle behind making party affairs known to the public is more transparency in the management of party affairs. Except affairs concerning top secrets, all party affairs should be made public by Party committees at all levels. The party affairs should be categorized into “within the party” and “open to the public”.
In September 2004, a proposal was approved at the Party's fourth plenary session of the 16th conference to make party affairs known to the public for the first time. In October 2007, the report of the 17th CPC National Congress put emphasis on “advancing the open management of party affairs.” The concept of open management of party affairs was included into the constitution of the Party, facilitated the efforts of making party affairs public.
In the July of 2009, the leading group of CPC on open management of party affairs was founded, and the group was established to lead and manage the job of making party affairs public. Professor Zhang Zhiming, vice director of the Party-building department of the Party School of the Central Committee of CPC, pointed out that making party affairs public was a move to keep up with the trend of the times. People deserved the rights to know party affairs.
Constant Attempts made by Party Committees at All Levels
Since the concept of making party affairs public was put forward, Party committees at all levels made many efforts to promote the open management of party affairs and scored great achievements.
In the July 2005, the organization department of CPC Central Committee launched a news release conference at the news office of the State Council for the first time. Since the news office of the State Council implemented the system of spokesmen, it was the first time that a high-level party department faced the public, and the media all interpreted it as a sign for the beginning of open management of party affairs.
Until 2010, Party committees at all levels had elected press spokesmen, and the system of news release of Party committees had been initially established.
As the Internet is playing a more and more important role in people's lives, many high-level party departments, including the discipline inspection commission of CPC Central Committee, the organization department of CPC Central Committee, the publicity department of CPC Central Committee and the United Front Work Department of CPC Central Committee, all established their Web sites to provide information to the public and promote their images.
The Web site of the CPC (http://cpc.people.com.cn/) also established many new columns, such as “Leaders' news”, “The Appointment and Dismissal of Cadre,” “Organization work,” etc. The international department of the Central Committee of CPC had done a great job in information disclosure, its Web site regularly forecasted information on exchange visits between the CPC and parties in other countries, providing convenience for journalists to arrange interviews.
Meanwhile, official Web sites of Party committees at all levels launched one-by-one recently
Yang Shengqun, vice director of CCCPC Party Literature Research Office, stated that the establishment of press spokesman and Web sites of party committees at all levels were all for the good of open management and performance of party affairs.
