Speeches by leading cadres will not be printed and distributed after meetings. China's Yunnan province plans to reduce the total number of working documents and meetings held in the name of the provincial government in 2010 by 10 percent and 20 percent, respectively, from last year.
Yunnan has introduced a quota system for holding conferences and forums. It is required that the number of ceremonies and forums held by government agencies be reduced by one-third, and at least a third of governmental meetings be organized in the form of voice and video conferencing. The number of service staff should be restricted to one-third of the total attendees at a meeting and conferences in the name of the provincial government should last for no more than three days, and provincial-level conferences no more than two days.
