Several groups of outstanding young cadres in Anhui province have been selected from all levels of government and sent to take Party secretary or the major secretary positions in relevant and backward villages in the past nine years since 2001.
Each group of cadres will work for three years at the villages. Currently, the term of office for the first three groups, which consists of 12,000 cadres, has expired, and the fourth group of 2,000 cadres is already serving in the villages.
Duan Dunhou, member of the Anhui Provincial Standing Committee and minister of the Party Organization Department in Anhui, said the Provincial Standing Committee organized an investigation in 2001 and found that there were more than 9,000 poor and backward villages in Anhui, accounting for one-third of all the administrative villages.
The research also found that except for objective factors like nature and geography, problems such as weak power of Party organs and a lack of leadership were all commonly found. Meanwhile, young cadres from organs at all levels were ineffective in communicating with grassroots levels, incapable of understanding the people and were ill-fitted to the difficult and complex environment. 【1】 【2】
