The following article written by a PD commentator concerns study and implementation of the CPC Central Committee's Decision on strengthening building of the Party's ruling capability.
The Fourth Plenary Session of the 16th CPC Central Committee is an extremely important conference held at a critical time when the Party is leading people of the whole country in the endeavor to attain the magnificent goal of building a relatively affluent society in an all-round way. Properly implementing the spirit of this meeting is of important significance in comprehensively raising the Party's leading and ruling level, fully pushing ahead the new great project of Party building and comprehensively opening up a new phase in the cause of socialism with Chinese characteristics.
The Decision of the CPC Central Committee on Strengthening the Building of the Party's Ruling Capability passed by the Plenum, standing at the height of the times and strategy and from the integration of theory and practice, history and reality, inheritance and innovation, the great cause and the great project, makes an in-depth analysis of the new situation and new requirement facing our Party in administering the country and running state affairs, systematically summarizes our Party's experiences in exercising state power over the past 55 years, and clearly defines the guiding ideology , overall objective and main task of strengthening the building of ruling capability. The Decision is permeated with the important thought of "three represents", full with the reformative, innovative and realistic spirit, it is the inheritance and development of the Marxist theory on the building of a ruling party and a programmatic document on strengthening the building of the Party's ruling capability.
At present, an important task placed before the whole Party is to properly study and carry out the Decision of the Fourth Plenum. This requires that comrades of the whole Party first to have a full understanding of the importance and urgency of strengthening the building of the Party's ruling capacity.
Strengthening the building of the Party's ability in exercising power is the requirement of the times and the demand of the people. Over the past 55 years since it held state power, our Party has been leading people of all ethnic groups of the country in defeating all sorts of risks and challenges and has won remarkable achievements. The Party has tempered itself in practice to become more mature and stronger, the Party's ruling capability is, on the whole, commensurate with the task and mission it shoulders. However, in the face of the new situation and new tasks, the forms of Party leadership and administration and leadership structure and working mechanism are not perfect; the quality, competence and working styles of some Party leading cadres are inadaptable to the requirements of implementing the important thought of "three represents" and of building a moderately prosperous society in an all-round manner. In the new era and new stage, new, profound changes have taken place in the international situation, China's reform and development are in a crucial period, our Party is to lead the people of all ethnic groups of the country in comprehensively building a relatively affluent society and to realize the three major historical tasks of pressing ahead with the modernization drive, accomplishing the reunification of the motherland, defending world peace and promoting common development, it must fit in with the change of the times, comply with the demand of the people, conscientiously solve the outstanding problems existing in the building of the Party's ruling capacity and constantly raise its leading and ruling level.
The Party's ruling position is neither something inborn, nor accomplished once and for all. The Communist Party of China (CPC) becoming a party in power is the choice of history and of the people. Experience shows that it is not easy for a proletarian political party to seize political power, it is even harder for it to properly hold power, especially to hold long-term power. To ensure that the political power, wherein the people led by the Party are masters of the country, is being consolidated continuously and that socialism with Chinese characteristics is undergoing constant development, the ruling Party must be prepared for danger in times of peace, enhance the sense of hardships, incisively draw on the experiences and lessons of some ruling parties around the world in their rises and falls and successes and failures, more consciously strengthen the building of ruling capability so as to better administer and hold power in the interests of the people.
The building of ruling capacity is a fundamental aspect of construction after the Party holds power in its hands. All activities after the Party is in power are carried out through the exercise of power, Party building in all aspects is finally expressed in the raise of its leading and ruling level. Comprehensive strengthening of Party building focused on the building of ruling capability is the only way to ensure that our Party always advances in the van of the times in the historical process of profound changes in the world situation, always become the mainstay of the people of the whole county in the historical process of coping with various kinds of risks and tests at home and abroad and always become the staunch core of leadership in the historical process of the building of socialism with Chinese characteristics.
Opportunities and challenges exist side by side and there is the presence of both hope and pressure. Strengthening the building of the Party's ruling capacity is the present urgent task as well as a long-term strategic task. We must enhance our understanding of the importance and urgency of strengthening the building of the Party's administering capability from the perspective of the international and domestic situation and the highly deepening of the general situation of the work of the whole Party and the whole country, and heighten our self-consciousness and firmness. Party organizations at all levels should, in compliance with the central authorities' unified requirement, work out complete and thorough plans, make meticulous organization, earnestly study and comprehensively implement the Decision, do a good job in various items of work in relation to strengthening the building of the Party's ruling capacity, and continuously press ahead with the cause of reform, opening up and the modernization drive.
