The article says, the Fourth Plenum of the 16th CPC Central Committee stressed that in the 13 years from the Fourth Plenary Session of the 13th CPC Central Committee to the 16th CPC National Congress, under the very complex international and domestic situation, the third generation central leadership collective of the CPC with Comrade Jiang Zemin at the core, has held high the great banner of Deng Xiaoping Theory and unswervingly upheld the basic line of the Party. It has united with and led the whole Party and people of all ethnic groups of the whole country in seizing opportunities, deepening reform, expanding opening-up, promoting development and maintaining stability, and has thus achieved world-noticing new progress in pushing forward the cause of socialism with Chinese characteristics. The important thought of the "three represents" he created by pooling the wisdom of the whole Party, in particular, has realized another feat of keeping pace with the times in the guiding ideology of our Party and embodied a genuine Marxist's immense political and theoretical courage.
