The People's Daily issues an editorial Tuesday, Sept. 21, entitled "Important program for enhancing the governance capability of the Party''. The editorial says the Fourth Plenum of the 16th Central Committee of the Communist Party of China (CPC) is a very important session convened in a critical period of the reforms and development of China. The session is vital to pushing forward China's socialist cause with Chinese characteristics and a new great project of improving the CPC itself.
The editorial says the participants heard and discussed a work report delivered by Hu Jintao as entrusted by the Political Bureau. The plenum highly appreciated the work of the Political Bureau since the Third Plenum of the 16th CPC Central Committee.
The editorial says the Central Committee deliberated and adopted a "resolution on improving the governance capability of the Party.'' The resolution is worked out by developing democracy, following out mass line and putting heads together under the direct leadership of the standing committee of the Political Bureau. It reflects the requirements of scientific and democratic decision-making. The resolution expounded with profundity the importance and urgency to enhance the Party's governance capacity. It reviewed the experience of the Party in governing the country during its more than half century of governance.
The resolution has clearly put forward a guiding thinking for improving the governance capability, a general goal and major tasks of the Party. The resolution is an important program for enhancing the governance capability of the Party.
Through serious discussions, the plenum decided to agree to Jiang Zemin's decision to resign his post as chairman of the CPC Central Military Commission.
The Plenum highly evaluated Jiang Zemin's outstanding contributions to the Party, the state and the people.
The plenum decided that Hu Jintao assume the Central Military Commission (CMC) chairmanship after Jiang Zemin's resignation. The plenum believes the change in the chairmanship "is conducive to upholding the fundamental principle and institution of the Party's absolute leadership over the military, and to promoting the military's revolutionization, modernization and regularization."
The editorial points out that enhancing the governance capability is a basic building. We must fully recognize the importance and urgency of enhancing the governance capability of the Party from the angles concerning the success of the socialist cause, the future of the nation and the Party. We should constantly boost the consciousness and firmness for improving the governance capability of the Party.
The editorial says it is an excellent tradition of the Party to be good at summarizing experience. The resolution summarizes and expounds the main experience of the Party in governing the country. The experience stressed in its practice in governing the country. The Party should adhere to the theoretical basis for guiding our ideology and develop the basis. The Party should adhere to and perfect the basic socialist system of China. It is the first important task to push forward the development of the Party in governing the country and rejuvenating the nation in a quick and all-round way. Benefit should be brought to people and a clean government should be built while adhering to the mass viewpoint and line of the Party. The Party should govern the country for the people and by depending on the people. The Party should pay attention to the main points in overall pushing forward the self-improvement of the Party.
The editorial continues to say there must be a correct guiding ideology when enhancing the capability of the Party. The resolution expounds that to improve the Party's capability of governance it has to adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important Thought of "Three Represents'', which serve as the ideological guidance.
There is a general goal for enhancing the governance capability of the Party.
The resolution puts forward the major tasks for improving the Party's governing capability at present and for a period to come.
The editorial says in conclusion that it is a key for our Party to do a good job in China. The key to improving the Party's governing capability lies in improving the Party itself. The results achieved in all areas will end in enhancing the Party's governing capacity and fulfilling the tasks of the mission of the Party in governing the country.
