This April, the Communist Party of China (CPC) Central Committee issued five documents concerning the personnel system reform including the "Temporary stipulation on Openly Singling out Party and Government Leading Officials''. Before this the CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee jointly issued "Notice on Clearing Party and Government Leaders Working in Enterprises." According to the article by a commentator from the People's Daily, the official newspaper of the CPC Central Committee, the issue of the six documents is an important measure to deepen the personnel system reform and also the actual measures to actively push ahead political system reform. It is of great significance to implement the general plan of the personnel system reform worked out at the 16th CPC Congress. A personnel-hiring mechanism should be introduced to single out excellent talents for various Party and State departments. The article said since the reforms and opening to the outside world in 1978, the personnel system reform has been carried out gradually and deepened with the economic and political system reforms under the guidance of Deng Xiaoping's theory and "three represents''.
