| CPC is confronted with challenges in its ability to rule: expert |

In an interview with Liao Wang (Outlook Weekly), Yu Yunyao, deputy president of the Party school of the Communist Party of China (CPC) points out that people must keep sober-minded that the CPC is confronted with great challenges and tests brought about by the new century, new era and new mission. The severe challenges from three aspects make the task of strengthening the ability to rule so important and urgent for the CPC. According to Yu, the CPC is confronted with the following challenges and tests: 1. The arduous tasks and historical missions that the Party shoulders pose challenges to the Party's ability to rule. The basic condition that China is and will be in the preliminary stage of socialism will not change; the prime contradictions between people's increasing demand for materials and culture and the backward social production does not change, therefore the Party has met with great pressure in its development. With the deepening of reforms, some problems that have been brewed in a long period have become more and more apparent, and it needs painstaking efforts for the Party to resolve the problems. China is facing new challenges in the areas of pushing the social development in a coordinated way and maintaining social stability. Experiences of some countries to develop their market economy shows, during the period in which per capita GDP rises from US$ 1, 000 to 3, 000, the social economic structure will undergo acute changes; the social contradictions will keep on rising, social stability will be very obvious among other problems. China, in the course of developing socialist economy, will not be an exception. With the gradual deepening of economic reforms, China must speed up reforms on political structure. Under the premise of adhering to the four fundamental principles, vigorously and steadily pushing forward the political reforms remains an unchanged goal. China's economic reforms will by no means make success if without the success of political reforms. The international environment and time requirement pose challenges to the Party's ruling ability. The multi-polar development trend in the world is irresistible and will be tortuous. On the momentum of a new round of strategic expansion, the United States strives to seek world hegemony, exercise unilateralism, advocates "new doctrine of interference" and adopts a preemptive strategy. The economic globalization trend continues to grow, in which the developed countries are the dominant force. For developing countries, the globalization is a double-edged sword. At present, the multilateral trade system is hindered, while various conflicts in trade rise as protectionism further grows. The modern science and technology advance quickly and the economy of knowledge is in the ascendant. The new round of industrial structure adjustment and transfer quickens; it will be getting fiercer to contend for markets, human resources, and strategic resources. The countries in the world are not only dependant with each other in economy, political affairs, diplomacy and safety, but also condition each other. Various contradictions and profits interact with each other. The contents, manners and methods, regardless of cooperation or struggle, will grow more complex. In the challenges and tests ideology, socialism and capitalism will fight with each other in a long period. The fight sometimes grows intense. For instance, in ideological and political construction, the Party faces a task on how to make continuous innovations in Marxism theory, in particular on how to make the "three represents" a common ideological base for the whole party and people to work together, and on how to prevent the diversified ideologies from making impact on the Party's thinking and actions. In the long-term rule of the country under the situation of market economy, and reform and opening to the outside world, some carders of the Party cut themselves off from the masses, their belief shakes, their world outlook, outlook on life and values are distorted. Corruption has become a serious problem that the masses feel extremely disgustful. How to curb and solve these problems is another challenge. The way some Party organizations exercise leadership will not longer be suitable for the ruling requirements by law. Some leading cadres lack ability to administer by law; some members of the Party are not high in Party quality; some grass-root organizations lack combat effectiveness. The tests and challenges above mentioned, in essence, are because the Party has undergone two "fundamental transformations", i.e. from seizing power to a long-time rule, from practice of planned economy to the reform and opening up to the outside world and the development of socialist economy. Such transformations in the Party's historic bearing make the Party face dual tests of holding power and reforms. Therefore strengthening the Party's ability to rule becomes a strategic and fundamental important subject that is associated with the Party and nation's long-term peace and stability.
