China's disciplinary watchdog counts lessons drawn from Chen Liangyu's case
China's disciplinary watchdog on Friday required to further anti-corruption education and build an effective graft prevention system, as bitter lessons drawn from Chen Liangyu's case.

"The facts proved us that once a cadre stopped receiving anti-corruption education, he would gradually loosen vigilance and lower resistance against temptations," said Xia Zanzhong, deputy secretary of the Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC).

"Therefore, the anti-graft education shall be carried out throughout the process of the selection, cultivation and management of all Party cadres," Xia said.

The education at the current stage shall lead cadres at various levels to learn a good lesson from Chen Liangyu's case so as to keep them alert against any evil trends that may allure them into corruption, he said.

The Chinese public have voiced unanimous support for the decision made by the CPC Central Committee.

This has showed the Party's firm resolution and effective actions taken to curb corruption, many said, adding that people are now more confident that the Party and the government are capable of picking out the bugs inside themselves and correcting the wrongdoing.

"The Party has kept its words. No matter whom he is and what senior post he takes, one will be punished without mercy once violating the laws and disciplines," they said.

The public also welcomed a better supervision system on how officials exercise their power.

Chen, born in 1946, was the secretary of CPC Shanghai Municipal Committee and member of the Political Bureau of the CPC Central Committee when the corruption scandal broke out.

He was expelled from the Party and dismissed from all government posts on Thursday, according to a press release by the CPC Central Committee.

His case had been handed over to the prosecutors, and he may be charged with abusing his power to seek personal profits, especially by granting huge amount of loans from the Shanghai social security fund to private companies illegally.

Chen was also removed from his positions as deputy to the 10th National People's Congress (NPC) and as deputy to the 12th Shanghai Municipal People's Congress.

"His case also warned us that the lack of a power restriction system or incomplete enforcement of such a system may both leave corrupt officials loopholes," Xia Zanzhong said.

He urged to establish a scientific, rigorous and effective power restriction system to ensure that officials respectively taking charge of decision-making, enforcement and supervision can both restrain and coordinate each other.

He required to deepen reforms on the cadre and personnel system, administrative licensing, land allocation, state-owned assets management, financial and taxation system as well as investment attraction to prevent power being traded for illegal favors.

In addition, he also asked to open more supervision channels to form a comprehensive supervision network, which shall be supported by the people's congresses and people's political consultative conferences at various levels, special government organs, judicial departments as well as the public and media.

"Supervision shall not only cover cadres' performance at work, but also their behaviors off work. Special attention shall also be paid to their relatives and work staff close to them," Xia said.

"If any wrong tendency is discovered, it's better to give immediate warnings and criticisms so that the cadres can correct their mistakes as soon as possible," he added.

The country has shown its resolution to fight against corruption by taking several senior officials to the court for corruption, including Zheng Xiaoyu, former director of China's State Food and Drug Administration, who was executed on July 10.
